PHILIPPINE ISLANDS
I DEFENCE ORGANISATION IMPOSING PROGRAMME (Received May 81, 6.35 p.m.) MANILA, May 30 General McArthur, who is directing the formation of tho defence organisation of the Philippines, stated to-day that the creation of a fleet of 60 to 100 small but high-speed gunboats was envisaged to make the islands "inva-sion-proof." To supplement the sea force he hopes to acquire 250 aeroplanes and also to build up a small conscript army which by 1945, when independence will bo complete, will have a reserve strength of at least 400,000 men.
Explaining that tho programme must be carried out on a Budget of only 8,000,000 dollars a year, General McArthur predicted that eventually it would take 500,000 men three years and would cost 10,000,000 dollars to invade the Philippir.es successfully.
