NEW PACT DEFENDED M. HERRIOTS STATEMENT PARIS. Feb. 20 In supporting the ratification of the Franco-Soviet pact in a debato in the Chamber of Deputies, M. Herriot replied to a criticism that the lied Army ■was too weak to be of real help to France, He said that Russia had 1,300,000 men under arms serving from two to five years, and another 3,500,000 trained reservists.
M. Herriot quoted General Loiseau, Assistant-Chief of the French General Staff, as having stated that the Russian Army was one of the most powerful in Europe. » The French textile and metallurgical industries had favoured a loan of 1,000,000,000 francs to the Soviet, because it would bring new business and would enable 30,000 workers to be reemployed. The pact fully harmonised with the League Covenant and the Locarno Treaty. Russia's attitude had been , irreproachable since she had entered the I League.
