EXCHANGE OF INFORMATION REFUSAL BY GERMANY (Received January 17, ' 6.5 p.m.) ■ LONDON. Jan. 17 The Daily Telegraph's diplomatic correspondent says that the British Government suggested that Germany should conform to the practice of exchanging confidential information about armament programmes, but Herr Hitler replied that Germany regards these matters as strictly secret. The Government recently executed persons who violated the principle.
