PALMERSTON NORTH CHARGES VITAL POINT FOR DECISION [BY TELEGRAPH—PRESS ASSOCIATION] PALMERSTON NORTH, Monday The disturbance which occurred in Rangitikei Street, Palmerston North, on the morning of June 9, when the police prevented a procession of city unemployed, had a sequel in the Police Court to-day, when the hearing of charges against the men arrested on that occasion we're commenced. The charges included resisting the police, obstructing the police and inciting law- ' lessness A temporary halt occurred in the hearing whefi counsel for the defence claimed that the City Council had no authority to prohibit the procession under the Municipal Corporations Act. It was contended that while the council could ban traffic in toto, it could not prohibit just one section of it. The magistrate, Mr. J. L. Stout, reserved decision on the point, declaring it to be a vital one.
