GOLD COIN BUSINESS

DEALER WITHOUT LICENCE PENALTY OF £SO IMPOSED [BY TELEGRAPH —-PRESS ASSOCIATION] "WELLINGTON, Tuesday For carrying on the business of a gold coin dealer without being the holder of a licence, Harold Harding Morris was fined £SO by the magistrate, Mr. E. Page, in the Magistrate's Court to-day. For melting down current gold coin without the consent of tho Minister of Finance, Morris was fined £5. James Bailey Forbes was convicted and ordered to pay costs for aiding the pommission of the first-men-tioned offence. For carrying on the business of a second-hand dealer without a licence, H. H. Morris, Limited, was fined £5.

All the cases were the subject of a reserved judgment by Mr. Page, and security for appeal was fixed on the charges of carrying on business without proper licences. The defence was that the regulations under which the charges were laid were ultra vires. Tho magistrate's opinion was that the clauses in tho Board of Trade Act which empowered the making of regulations were wide enough to justify the making of tho regulations, which thereforo were not ultra vires. Tho defendants, having been parties to a breach of tho regulations, had to be convicted.
