DROUGHT IN IRELAND DE VALERA'S LAND POLICY LONDON, March 18 Cardinal Mcßory, who is leading a pilgrimage of 1000 citizens of the Irish Free State to Rome, in the liner Lancastria, has taken a box of shamrock for presentation to the Pope on StPatriek's Day. Because of the drought the shamrock is at present scarce in Ireland. It is likely to become scarcer, because of Mr. do Valera's policy of increased tillage and breaking up of pasture lands.

Moreover, it is now liable to customs duty in Britain, and this is limiting exports.
