BRITAIN AND INDIA TRIPARTITE CONVERSATIONS . (Received August 23; 6.5 p.m.) British Wireless RUGBY, Aug. 2-2 In a message of goodwill to the British textile trade delegation that is to leave for India on Friday to discuss the difficulties of the textile industries of Britain, India and Japan, Mr. Walter Runciman, president of' the Board of Trade, expressed the hope that the discussions will represent an important development in international co-operation which will point the way to a solution of the many difficulties in other industries as well as the textile. The message stated: —"In meeting the Indian representatives, you will, I k am sure, make it clear that we freely and fully recognise the very remarkable development of . the Indian cotton in*" dustry, and that our only desire is to co-operate in every possible way with that industry to the mutual advantage of both countries. We all recognise that improvement of our trade with India must depend upon an increase in the prosperity of that country and of the flow of goods in both directions." r™ Mr. Runciman also said he was hopeful that fruitful results would emerge; from the direct exchange of views on~ the cotton policy' with the Japanese representatives.

Japan's proposal is likely to be that a treaty be mad© between Japan and India based on the quota system, by which tariffs would be lowered and India would agree to take a certain proportion of Japanese cotton goods, win la . Japan would take a quota of raw cot* ton from India.
