Sir—ln the early 'nineties, when v there' was a greaf deal of distress and uneraplovment, tho Government ot the dav rave relief by letting small contracts on tho co-operative system. Most of the work was road formation, opening up ocw country through the. hush, railway expansion, etc. Lmploymcnt was aiso found under tho samo 1 svstein for tradesmen in tho building , of the necessary stations and dwellings. Tho vrago for unskilled labour at that timo was Is per hour, but good averago workers had no difficulty in makhTcr 12s per day. With the greatly increased raimbpr of unemployod during tho existing depression, there would no doubt be difficulty in providing work for all under the same system, hut there are many workers who are -< not satisfied with tho No. 5 scheme, and I think thoso men who are able and willing to work should be given -"an opportunity of earning a decent living wage in a manner something like that indicated above. It could not pos- , gjbly cost the country more than the present unsatisfactory sjstem. H. W. Knight.
