CAMPAIGN FOR CLEARING COMBINED FORCES PREPARING (Received December 28, 6.25 p.m.) ' ; SHANGHAI, Dec. 27 A Harbin report states that Japanese and Marichukuo forces are nearing the completion of preparations for a drive for clearing a section of the Chinese Eastern Railway between Harbin and Pogranichnaya. A large number of troops of all arms are travelling eastward by train in readiness for the campaign. It is confidently expected that the trains will carry them to the borders of the Maritime Provinces and Siberia.

The objective is the elimination of Generals Litu and Ting-chao, who were formerly in control of the railway patrols under the' old regime, but now are the bitterest opponents of the present Government.
