GERMAN CABINET

PROBLEM NOT SOLVED

ATTITUDE OF THE NAZIS

BERLIN, Nov. 23 The reply of the leader of the Nazis, Herr Hitler, to the President, Marshal von Hindenburg, as forecast, states that (lie President's proposal for a purely Parliamentary solution of the Cabinet crisis is not practicable. It is believed that lieir Hitler suggests as an alternative a "Presidial" Cabinet, with himself or another Nazi as Chancellor, invested with dictatorial powers to dissolve the Reichstag if it is obstreperous, and to rule without Parliament and reform the Constitution.

It is expected that Marshal von Hinden burg will reject this plan.
