NOTICE OF SPECIAL ORDER RE BY-LAWS, in hereby given that at a Special Meeting of the Mnnukau County Council, held on the 18th day of October. 1932. the following resolution was passed and y 1 ! 1 be submitted for confirmation at the Ordi nary Meeting of the Council to be held oil TUESDAY, the 20th day of December. 193... at 10 o'clock in the forenoon at the Council Chambers, corner Shortland and princes Streets, Auckland. RESOLUTION. In pursuance and in exercise of - the powers conferred upon it by the Counties Act. 1920, and by the Public Works Act, 1928, and by the Health Act, 1920, and by the Municipal Corporations Act, 19-0. and by the Motor Vehicles Act, 1924. and by the Water Supply Act, 1908, and by the Explosives and Dangerous Goods Act, 19U». and by the Public Reserves, Domains and National Parks Act, 1928, and the various Acts amending the said Acts, and by all other Acts and Powers it hereunto enabling the Manukau County Council doth hereby by Special Order make, ordain and enact the following By-laws:— (Here Follow the By-laws.) The object and purport of the proposed By-laws are: — 1. To repeal (with certain modifications) the existing by-laws now in force in the County. 2. Enacting regulations for the conduct of the meetings, proceedings, debates and business of the Council. 3. Providing for the licensing, conduct, control and regulation of traffic and heavy traffic (including traction engines), and the prohibition of heavy traffic on certain roads during specified times; also for the payment of damage done or likely to be done by heavy or extraordinary traffic. 4. Providing for the regulating, inspection and licensing of vehicles plying for hire, and the licensing and conduct of drivers of such vehicles. 5. Regulating and controlling motor traffic and bicycles. 6. Providing for rates of epeed in respect of different classes of traffic on all and on certain specified roads in the County. 7. Providing for the care and management of the roads in the County, and prevention of damage thereto, and regulating the construction of drains and crossings in respect thereof, and the deposit of materials thereon; also regulating the erection of porticoes. verandahs and awnings. 8. Providing for and regulating the conduct of traffic on and the use of roads and public places, and the lighting of vehicles, and providing regulations for the driving of vehicles and animals. 9. Prohibiting obstructions on roads and public places; also wandering cattle and animals. 10. Regulating the ejection and use of tents and other temporary structures in the County, and the provisions of suitable privy accommodation therefor. 11. Regulating public, bathing and the conduct and dress of bathers. 12. Regulating the erection, construction, and occupancy of buildings within the County, and preventing overcrowding of lands with buildings and defining the site minimum area and road frontage of building sites and shop sites. Providing for and regulating the erection of dwellings, shops, tenement houses and garages, and the materials to be used and air spaces to be provided in connection therewith. 13. Prohibiting the reduction in the size -of building sites and the occupancy of more than one dwelling thereon, and the user of any buildings for other than the purposes for which jliey were erected. 14. Defining special areas within the Mangere Riding, and requiring the conetruction of buildings therein to be of brick, etone, or concrete, or other approved nonconbustible material. 15. Providing for the deposit of plans in yespect of buildings, and defining requirements iu respect of sanitation, drainage, fire prevention, public health and public •afety. _ 16. Regulating the erection and construction of fire places and chimneys. 17. Providing for the demolition and removal of buildings erected contrary to the provisions to the by-laws. 18. Defining and regulating the provisions and construction of privies and the collection and burial of nightsoil. 19. Preventing the accumulation of rubbish, refuse and offensive matter. 20. Regulating the keeping of pigs, animals and poultry, and the erection, construction and inspection of buildings in connection therewith. 21. Providing for and regulating the due and proper provisions of drainage and sanitary works and conveniences, and the materials and methods to be used in the construction thereof, and for the licensing and conduct of drain layers and plumbers. ' 22. Providing for, and regulating the conduct of offensive trades, and for the situation, erection and registration of premises in connection therewith. 23. Regulating the conduct and providing for the licensing of pedlars and hawkers. 24. Regulating the keeping and storing of explosives and dangerous goods, and the situation, erection and licensing of premises in connection therewith. 25. Regulating, licensing and controlling the erection and "se of public buildings, theatres, dance halls and billiard saloons. 20. Regulating the use and management of public parks and reserves. 27. Regulating the situation, construction and sanitation of cattle saleyards, and providing for the registration thereof. 28. Providing for the registration, conduct and control of eating houses. 29. Providing for tho licensing of premises for the preparation, storage and de-livering:-of food for sale, and prevention of contamination of food. ' . 30. Defining, regulating and controlling the use and supply of water from the Council's waterworks, and the charges to be made therefor, and providing for the licensing and conduct of plumbers in connection therewith. 31. Regulating and controlling the use of wharves, landings and sheds under the control of the Council, and tho charges to be made therefor. 32. Regulating and controlling the erection and use of hoardings and posters, and prohibiting the use thereof, except under license from the Council. 33. Providing for the good rule and government of tho County. 34. Prohibiting the keeping within the County of lions, timers, panthers, leopards, hyenas and jackals. , 35. Generally for the various purposes, more particularly set out in the abovementioned Acts, and in respect of which the Council is hereto by law duly authorised. 30. Providing penalties for breach of any pi the by-laws; also for the registration and licensing of premises and persons in connection with the matters aforesaid, and the payment of registration and licence fees in respect thereof. 37. Giving to the Council power to relax or modify the strict observance of the. bylaws unon such terms as it may deem fit. A full copy of these by-laws is deposited nt the Office of the Council.
