Mr. lorns said there was a vital clause in the agreement which niado provision that, notwithstanding the fact that New Zealand exporters of dairy produce we.v prepared to pay high import duties, they had to have tho acquiescenco of tho Canadian Government before produce could enter Canada. On tho other hand, there was "no such protection as far as New Zealand was concerned. Tho Canadian Government was in a position to refuse to let New Zealand produce in.
