More harm than good would be done by holding the conference before the participating Governments made up their minds what was practicable.

An extraordinary situation has arisen at Geneva, where the preparatory monetary committee suddenly adjourned and separated, some members returning to America, without any prospect of their early re-

assembling. It will be recalled that Mr. Ramsay Mac Donald, chairman-elect, urged that the conference should open in January at the latest, which would have enabled it to be concluded before the war debts discus-

sions came on. The fact that there is now difficulty in convening the conference before April possibly will render it useless, particularly because it is essential that the war debt discussions take place early in 1933.
