"WIN AND PLACE" SYSTEM APPROVAL BY CONFERENCE [by TELEGRAPH —PRESS ASSOCIATION] WELLINGTON", Friday A resolution authorising racing clubs to compute dividends on the system of a win and a place has been adopted by the Executive Committee of the New Zealand Racing Conference, and regulations carrying into effect the resolution were issued to-day. The authority, like that of the special resolutions providing for the payment of a first, second and third dividend, is optional, for the system is only a further alternative method of computing dividends. The win and place system may operate only where there are five or more totalisator numbers. Investments shall be received separately for a win and a place, and are to be shown and dealt with as separate pools. The whole amount of the pool for a win, less taxation, is to be divided among the backers of the winner. In the case of a place pool, such amount is to be divided in two equal parts for backers of the first and second horses in fields of five, six and seven runners. There will be three equal parts for backers of first, second and third horses in fields of over seven runners. »
If dead-heats occur for any places, the place pool is to be divided iu as many equal parts as there are horses in the first three places, and allotted accordingly. Racing clubs may avail themselves of the new regulations forthwith.
