DISCLOSURE OF SPEECH PREMATURE PUBLICATION KOBE, Aug. 24 Premature disclosure of a speech by the Prime Minister and Foreign Minister, Admiral Viscount Saito, in tho Diet has caused a commotion in Japan. Mr. Shibata, Chief Secretary of tho Diet, has resigned as a protest. It is not doubted that the disclosure of tho speech was intentional like many others concerning Manchukuo, but the newspapers were prohibited from mentioning the facts. The speech foreshadowed early recognition of and strong Japanese support for the new State of Manchukuo, besides tho conclusion of a basic treaty whereby tho parties would bo mutually strengthened.
