PROSECUTION IN SYDNEY CANBERRA, Sept. 1 By the issue of s summons against a Sydney publisher, a prosecution has been launched which it is believed will represent a test of the provisions of the Federal Crimes Act. Francis Devapny, alleged to tie the publisher of the Workers' Weekly, is charged with having published an appeal for contributions to the funds of the Communist Party, described as "an unlawful association within the meaning of the Crimes Act."
