THE FINANCIAL ASPECT INQUIRY BY TRIBUNAL British Wireless RUGBY, Aug. 31 The British Government, in agreement with the Government of India, has decided to set up a tribunal for the following purposes: — (1) To consider and report whether, and if so on what basis, there should continue to be contribution* by India toward'the recruiting" and training expenses at Home of the British Army in India. (2) To examine India's claim that a contribution should be made from Imperial revenues toward the military expenditure from Indian revenues. (3) To examine the claim of the War Office that India should pay a direct contribution toward the cost of regular and supplementary reserves. (4) To consider whether the sea transport contribution paid by the War Office to India should be continued or modified after March 31, 1932. (5) To examine and report, mutatis mutandis (with necessary changes) on such of the questions raised in the preceding paragraphs as are relevant {o the contribution at present paid from Indian revenue in respect to the personnel in India.

Sir Robert Garran, lately SolicitorGeneral to the Commonwealth Government, will act as chairman of the tribunal. Associated with him will bo Lord Tomlin and Viscount Dunedin, both nominated by the British Government, and Sir Shadi Lai and, Sir Muhammed Salsiman, nominated by the Government of India.

The proceedings of the tribunal will be confidential, and its report, which is to be made to the Prime Minister, will, be advisory. Its recommendations, therefore, need not be binding on either Government.

Arrangements are being made for the tribunal to assemble in London early in November.
