The British delegates to the Disarmament Conference unsuccessfully supported Articlo XX. of the draft Disarmament Convention to exclude from consideration warships which one l ower was building for another. The representatives of Japan, France, and America vigorously opposed the move. Tho Americans contended that such vessels could bo confiscati d by the builders in time of war, thus upsetting the present agreed na,vy propoitions.
