QUESTION OF RECOGNITION. MR. CHURCHILL WANTS DEBATE. (Keceived January 8, 5.35 p.m.) NEW YORK, Jan. 7. Mr. Winston Churchill, formerly British Chancellor of the Exchequer, who is now in the Bahamas, has challenged Mr. W. E. Borah, chairman of the Foreign Relations Committee of the Senate, to a debate on the question whether Russia •hould be recognised by capitalistic Gov•mraents. If. Mr. Borah accepts the challenge he *ill be expected to defend the policy of Britain in recognising the Soviet Government and Mr. Churchill will defend the refusal of the United States to do so.
