In addition, 1231 men were working under scheme 4B and a further 218 men had been placed on other works. Men for whom no work was provided numbered 15,002, but many of these would be standing down under the requirements of scheme 5, that they should do so one week in each four, while others would be of the class that was not employable owing to inability to undertake manual work. The suspension of scheme 4A for the month resulted in 199 fewer men being engaged thereunder compared with the previous week. However, the board agreed that farmers might take advantage of the board's No. 4B scheme for the purpose of building new piggeries. Under the scheme the board paid a subsidy of 33 1-3 per cent, on the labour cost of development work on farms when carried out by registered unemployed men on a contract basis.
