ABOLITION OF PROVINCES. PROPOSAL BY GOVERNMENT. (Received September 18, 5.35 p.m.) CAPETOWN. Sept. 18. The Prime Minister of South Africa, General J. B. Hertzog, announces the decision of the Government to abolish the system of provinces in South Africa after next election, the centralising of the financial authority and the institution of a measure of local government. The national Budget is likely to show a deficit of £2,000,000 and the railways a similar amount.
