WARNING BY MR. SNOWDEN. HOW COUNTRY MAY BE HURT. Times Cable. LONDON, Sept. 17. Tile Chancellor of the Exchequer, Mr. Snowden, warns tho nation that anyone who increases the strain on exchange by purchasing foreign securities is deliberately adding to the country's difficulties.
