Sir, —Thanks are due to yon for your timely leader of September 16 on the futnre of the Pnblic Works Department. It is beyond question that the hnge annual expenditure through this department must shortly be reduced to a mere fraction of its present amount. For, as you pointed out, even if the money could be borrowed, there is no suitable work on which to employ it; railway construction stands condemned, the hydro-electric schemes are nearing completion. while roads and bridges am mainly in the hands ot municipal authorities. In view of the high cost of much of the work carried out by the Public Works Department, it is probable that the best results would be obtained by extending the practice of entrusting tho work of construction and maintenance to local body engineers, subject to inspection and approval by Public Works Department engineers on behalf of the Highways Board. The inspection will ensure that the quality of the work is up to standard, while local control will ensure economy in cost. Ecoxomt.
