BALANCING ALL BUDGETS.
USE FOR POTATO PEELINGS.

President Hindenburg has signed a decree empowering the Governments of 17 States to balance State and municipal budgets by drastic economies, says the Berlin correspondent of tho Times. Under the decree, regardless of any existing contracts, they may reduce salaries," but must not touch wages based on wago agreements.
German ingenuity has invented an automatic machine, designed to effect the sort of economy that kept tho country alive at the time of the war. It is a large contrivance, of which 60 replicas have been erected in various parts of the city. Housewives place potato peelings in if, turn a handle, and receivo a supply of cut wood in exchange. Women using tho machine regularly earn a share in a State lottery ticket. It is hoped that 225,000 tons of peelings will be saved every year for use as cheap fodder for pigs and cows.
