GENERAL'S POWERS REMAIN. ACE OF RETIREMENT 70. LONDON. Nov. IG. After two days of secret discussion the Salvation Army Commissioners decided by 23 votes to-19 not to alter the present status of the General, who, therefore, will remain as autocratic as when William and Bramwell Booth held office. Also it was decided that the General shall retire at the age of 70. This means that General E. J. Higgins has only three more years to serve.
