A FINANCIAL AGREEMENT. SEQUEL TO RECENT TREATY. British Wirolesa. RUGBY, August 21. Notes wero exchanged in London on August 19 between Sir Francis Humphrys, High Commissioner for Irak, and Nun Pasha, Primo Minister of Irak, embodyin"' an agreement on financial questions. The Notes will be published in due course as an annexe to the Treaty of Alliance, which was signed at Bagdad oil June 30. It was provided that all outstanding financial questions, such as those relating to the Irak railways and the port of Basra, should form the subject of such a separate agreement, to be deemed an integral part of the treaty, and to bo ratified at the same time.
