COMMUNISTS ARRESTED. MILITARY SECRETS BETRAYED. TOIvIO, August IG. A sensation has been caused in military circles at Tokio by the arrests of a draftsman and six other civilians in the office of the army general They aro said to be active Communists. It is alleged that the draftsman betrayed military secrets, spread lied propaganda and incited soldiers.
