EX-KAISER'S BIRTHDAY.

ABSENCE OF FESTIVE JOY.

(Received January 28, 8.25 p.m.) LONDON, Jan. 27. A message from Doom says the exKaiser to-day celebrated his 71st birthday, the eleventh he has spent in exile.

A black and white Hohenzollern banner floated from tho turret of the residence, but there was an absence of the festive joy of last year when Wilhelm was surrounded by nearly all the members of his family. Since then death has claimed his brother and his sister.
