ORDER TO THE RED ARMY.
LEADER REACHES MANCHURIA. (Received August 25, 6.33 p.m.) Times. LONDON 7 , Aug. 24. Tlio Riga correspondent of the Times says General Bluecher, Commander-in-Chief of Russia's Far Eastern Army, lias reported to the Soviet at Moscow his arrival at tho Manchurian frontier. Orders have been issued to the Red Army to destroy the White Russian Guards wherever possible, regardless of which side of the frontier they may lie found. . " The moment the Reds sight the Whites (ho latter must be followed," says the order, " even into Harbin, until not one remains alive. The White Guard is the most serious foe of tho Soviet."

There has been little actual fighting in the past 24 hours in the Manchurian theatre of war. The Russians have been content with one raid in the vicinity of Mancliuli.
Throe 1 undred Russians alighted from n n armoured train and peppered the Chinese garrison with machine guns. They, withdrew before the Chinese could reply. Many minor skirmishes have occurred along tho border. .An unverified report states that 4000 Russians have crossed Chinese territory north-west of Lake Hinkai.
Definite action i.s expected in consc quonce of the arrival of General Bluccher, The Chinese are preparing for the worst,
