MINISTER AT BANGKOK.
APPOINTMENT TO NORWAY. (Received August 23. 5.5 p.m.) British Wireless. RUGBY, Aug. 24. King George has approved of the appointment of Mr. Charles Wingllcld, British Minister at Bangkok, Siam, to be British Minister at Oslo. Mr. Charles Rhys Wingfield was recently counsellor to the British Embassy at Rome. He was born in 1877, and after leaving Charterhouse was for some years in the Army before joining the Diplomatic Service. $ He has been at Paris, Athens and other European capitals, and at Tokio. He was more recently Charge d'Affaires at Brussels and also at Rome. Mr. Wingfield was recently appointed to Sunn. in succession to Mr. S. P. Water-, low, who is now Minister at Sofia.
