ESTABLISHMENT OF BARS. CAFE SYSTEM UNSATISFACTORY. The cafe system for the public sale of liquor at Canberra has proved so unsatisfactory that a radical change in the form of important modifictions is contemplated by the Australian Government. Tho matter will bo discussed by the Cabinet in connection with the now liquor ordinance, which was prepared after an independent investigation by a qualified inspector had revealed the shortcomings of the present methods. The sale of liquor at small tables has been demonstrated to be conducive to excessive indulgence and disorder. It is not unlikely (hat the bar system will bo introduced under proper control. The hotels now being operated at great loss by tho Federal Capital Commission, are regarded as " white elephants," and an effort will probably ba itiado to lease them to private interests as soon as possible.
