The Paraguayan Cliargo d'Affaires has delivered a Note to tho Stale Department, which describes tho situation between Bolivia and Paraguay as giving riso to a danger of " imminent war." Advices liavo been received from Paraguay to the effect that Bolivia is massing troops and war materials on the border.

Tho Bolivian Minister, Dr. Ricardo Freyre, says ho has no information from his Government concerning warlike preparations.
