LORD BYNG'S ASSISTANT. HOME SECRETARY TO CHOOSE. United Service LONDON. Oct. 21. The Weekly Dispatch says Viscount Byng has declined to nominate Sir Wyndham Childs' successor as assistant commissioner of the Metropolitan Police. He prefers to leave it to the Home Secretary, Sir William Joynson-Hieks.
