RECALL OF AMBASSADOR. RUSSIA REFUSES TO AGREE. (Received October 7. 7.5 p.m.) A. and N.Z. PARIS, Oct. 6. According to the newspaper Le Soir the Russian Commissar for Foreign Affairs, Tchitclierin, stated in an interview that he has refused to recall the Soviet. Ambassador, Rokowsky, from Paris.
