CHANGES IN TARIFF.

AMENDMENTS NEXT WEEK.

PROCEDURE IN THE HOUSE. SUGGESTION OF CONCESSIONS. [by telegraph.—special REPORTER. J WELLINGTON. Wednesday, The amendments to the customs tariff are expected to make their appearance in the House of Representatives early next week Tuesday evening is mentioned with some authority as the most likely time when the resolutions will be introduced, but adherence to this tentative date will depend to some extent on whether the details attendant on the bringing forward of such a measure can be finalised in the intervening period. Precedent has prescribed a definite pro cedure to be followed in the introduction of amendments to the tariff. Effect to the amendments is given by a series of reso lutions which, with schedules attached, are brought to the House by GovernorGeneral's message. The House goes into Committee with or without debate to consider the resolutions, which are then, as a rule, made the subject of an explanatory statement by the Minister of Customs. If the members so wish, they may amend the resolutions in Committee, but all are dealt with at the same sitting and are reported back to the House as introduced or as they may be amended. With the subsequent confirmation of the resolutions in open House the amendments come into force immediately. The proposals in detail are discussed at a later date and provision in made that, should any further amendments be agreed to, they will have retrospective effect to the date on which the resolutions came into force.

More than usual interest is being taken in this year's alterations in the customs duties by reason of a statement which the Minister of Finance and Customs, Hon. W. Dovnie Stewart, made in the House last Thursday when the taxation bills were under discussion. The Minister then said the readjustment in the scale of income tax gradation should be considered in conjunction with the revision of the tariff. He hoped "to effect concessions to a greater extent than any incidental increases in revenue that will result from this regrading of the income tax."
