BILL BEFORE THE COUPONS. SECOND READING CARRIED. A, and N.Z. LONDON. March 30. In the House of Commons the Secretary of State for tie Dominions, Mr. L, S. .Amery, moved the second reading of the Pacific Cable Board Bill, , which amends the earlier Aets : , and gives the board further powers to. lay cables, aid regulates its'finances. Mr. Amery said the satisfactory agreement which had been reached permitted the partner Governments to reap the fruits of their long efforts and sacrifices, by a distribution of some of the profits among the partners. But the ideal of the board was service to f,lie 8 Empire and to its business men and iaot profits. Mr, Sidney Webb, Labour member' for Seahum, Durham, gave the bill the blessing of the Labour Party, and remarked that if he; had introduced the bill, it would have been called a gross piece of socialism. Mr. *D. Kirkwood, Labour member for Dumbarton Burghs, and Mr. J. Maxton, Labour member for Bridgeton, Glasgow, attacked the salary of £IOOO for the chairman of the board- - Mr. Amery said the salary must be such as would command the services; of an act ve and able chairman. , The bill passed its second reading.
