LITTLE PROGRESS MADE. EMPIRE LOAN SUGGESTED. By Telegraph—Press Association— Copyright. (Received 7.5 p.m.) A. and N.Z. LONDON. Oct. 6. Mr. Archibald Hurd, writing in the Daily Telegraph, says it would be an exaggeration to state that the Singapore naval base scheme is in the melting-pot, but no ' considerable progress has been mado. The writer suggests that a loan, guaranteed by the whole Empire, would, enable the work to be accelerated with a comparatively small annual burden.
