BREACHES OF AWARDS.

VARIATION OF PENALTIES, A PROTEST BY LABOUR. [BY TELEGRAPH. —OWN CORRESPONDENT.;] WELLING-TON, ■ Sunday. »' ' '■& resolution deprecating the variation of fines imposed by magistrates in . different parts of i the Dominions for - similar breaches of awards, and suggesting that the law should be amended to discriminate between actual first'offenders who are warned by the Labour Department and those who deliberately break' the law, was passed by the New Zealand Trades and Labour Council.

The resolution is as follows"This council' views with apprehension ' the difference of the various fines < Imposed upon employers by the different magistrates throughout New Zealand for breaches of awards and this council intends to cull the attention of 'the Minis* ter of Justice to these matters with . a view tio getting the law amended!to prevent a continuation of this." "Justification' for this resolution is ample," said Mr. Bromley, secretary to the council. " Under the Butchers' Award for failing to notify- the union of the engagement of a non-unionist ' an employer in Wellington was fined 10s on' the 7th of last. month. Followipg that an employer in Otaki for the samei offence was fined £5 and immediately previous to that an employer in .Napier was fined £1 for the same offence. There are other cases. It is our intention to suggest to the Minister of Justice that tlae ;•» law should be amended iu a manner which would give directions as to the penalty to be imposed on the employer for first 1 offences and for subsequent; offences so as to remove what is an undoubted in-, justice." ,
