Aug. 11; Surprise is expressed, at the secrecy with which Italy -and Spain have concluded a treaty comprised of political and juridical clauses. These stipulate for reciprocal neutrality in case of war. The diplomatic correspondent of the Daily Telegraph expresses the opinion that there is nothing in the treaty to cause concern. He comments, however, that it is remarkable how all nations are tending to. revert to rights of neutrality, which the Covenant of the League of Nations aims at curtailing.
