LONDON,, July 4; The Daily Telegraph says that Mr. Stanley Baldwin, Prime Minister, will make a statement in the House of Commons this week concerning the programme to be followed at the forthcoming Imperial Conference. The possibility of a brief postponement of the conference has again arisen, owing to the dissolution of the Canadian Parliament, but it is hoped that this delay may be avoided
