HERALD'S SPECIAL FORECAST. The following weather forecast for 24 hours from 7 a.tn to-day was supplied to us by Mr. H. M. Vincent last evening:— Fair and warmer weather will prevail generally, with variable and moderate breezes, south erlies prevailing, and backing by east to north. Seas smooth to moderate. The Government meteorologist reported last evening as follows:—Present indications are for increasing westerly to northerly winds, warm and numid condiditions, skie3 clouding over and rain following later; barometer failing everywhere.
