EXTENSION TO AFGHANS. A PROBLEM FOR INDIA. CALCUTTA. Aug. 11. Travellers report that the steady infiltration of Russians in Northern Afghanistan is continuing. Oil prospectors are busy in the Herat area, and others are searching for minerals. The stream of Russian immigrants includes som» genuine traders. • Others have I partly commercial and partly political motives, while some are believed to be Bolshevik agents pure and simple. ■ The process is similar to that which recently was vigorously carried out, in China. The peaceful penetration of Northern Afghanistan raises a serious problem. By cajoling the senior Afghan officials in Afghan Turkestan and bribing the juniors, the Russians appear to have established the belief of their bona-fides; but it is doubtful whether the shrewd Amir , will bo equally deceived.
