Auc. .5 Despatches from Paris state that the Council of Ministers has approved of the reply to Germany's proposals for a European pact, and that copies have been transmitted to Romo and Brussels. The French Foreign Minister, M. Briand, and the Foreign Office expert, M„ Berthelot, havo left Paris for a fortnight's holiday. The Daily News says M. Briand was a courteous and vivacious guest. All were pleased to seo him., but for the real furtherance of tho pact ho should not have como to London. Ho should havo gone to Berlin. A messago from Berlin states that political circles in Germany are disappointed with tho London negotiations. They consider they have not helped to bring about tho conch sion of a security pact such as GermUny desires. Tho report thai, M. Briaud and Mr. Chamberlain agreed that Germany must enter tho Leaguo of Nations unconditionally, has caused a shock. So has the assertion that France may wago war against Germany in certain eventualities. Tho news that Poland and Czechoslovakia aro likely to be invited to an eventual pact conference has also been received with suspicion.
