ARBITRATION IN BRITAIN. LORD BURMHAM'S AWARD. [FUO.M Ol'R OWN CORRESPONDENT.] LONDON", Api. 1. Viscount Burnham has delivered his award as arbitrator between the local education authorities and the teachers in public elementary, second, and technical schools on the question of the scales of teachers' salaries. As the result of this award no teacher will receive less than.he or she is receiving at present, but in consequence of alterations in the.scales the State will bo saved annually':? a sum of approximately £1,030.000. ;p Existing teachers will "mark time" until the new scalo overtakes their scabs' salaries as existing ou March 31,. 1925, and for this reason the saving efftseted in 1925-26 will amount to less than i 1500.000.. The new scales will not come into complete operation until the year 1929-30. ' The general effect of this award is to stabilise teachers' salaries for at least six years, the period; of its which may bo extended from year to year, subject to twelve months' notice from either panel of the Standing Joint Committee. It will also render standard scales compulsory throughout the country. Roughly speaking, the minima and maxima salaries either • approximate to, or are slightly higher than, 95 per cent, of the Burnham scale (the salaries now being paid are 95 pel* cent. y 6f the Burnham scale), but some of the intermediate salaries are lower. "An arbitrator's life is not always a happy one," declared Viscount Burnham subsequently.
