Hubert, ex-Minister {or tho Colonies, in an article, states that Japan's military organisation was perfeet in October last. Though sho has since reduced every battalion by ft company, the number of machine guns has increased Japan's light ship programme, states the writer,' will give her supremacy' in this department in tho Pacific within threo years. The Yokohama arsenal, which was destroyed by the earthquake, is being reconstructed, says M. Hubert, in tho most rapid manner. Great progress is also being made in aviation., and tho naval air service possesses lit least SOO machines. An intensive programmo is being conducted in favour of tho development of aviation. A chair of aviation is being created at tho Tokio University.
