EXPLANATION DEMANDED. (Received 9.5 p.m.) Eeutor. PEKING. Oct. 17. A memorandum from" the Consortium Ministers to the Chinese Government deals with the question of foreign' debts. It points out that while . the unsecured foreign debts and obligations have been left unprotected, China's internal loans have been temporarily consolidated on the security of surplus customs revenues. The memorandum requests fea immediate explanation of the position and a clear statement of the intention of the Government with respect to the employment in future of surplus customs revenues toward the payment of foreign debts and obligations.
