RIOTING AND LOOTING.
MINERS VOTE TO RESUME.
WAGES SEIZED BY FRENCH.

The Berlin correspondent of ' the Daily Chronicle reports that there has been considerable rioting and plundeing in the. Ruhr, mainly 'in the Essen region, owing to tho miners and their families starving. One reason is that the French ate seizing vast quantities' of marks destined to pay wages. •• •- Tho French policy amounts to a hunger blockade, but even worse is the attitude of the Mine Owners' Association m opposing tho miners' demands for reason able pay. Essen miners voted on the Syndicalist proposal for the resumption of work under the French. Twenty thousand,, or 70 per cent., favoured the proposals, and the Government is taking steps to stop the riot by bringing their masters to their senses and providing funds to tide over a difficult period.
