NATION LEFT TO DECIDE. PRESIDENT'S CHANGED PLAN A. and N.Z. WASHINGTON, May 1. It has been announced from the Whit© House that the President will leave the fate of his proposal that the United States should join the Permanent Court of Justice in the hands of the country and Senate, -without making his projected countryside campaign. ■~ .:-,.-> The spokesman of the Administration explained that the President, having laid his plan before the country in his recent speech, feels that his duty is done and has confidence in the outcome.
