SOVIET SEEKS RECOGNITION. A. and N.Z. ' • . TOKIO. April 30. The Acting-Foreign Minister, M. Tariake, announces that Japan has proposed Ito the Russian Soviet Government that the two nations exchange commercial agents, thus' renewing trade relations. A. and N.Z. MOSCOW, April 30. ; The Soviet Government states that the proposals from Japan for a trade agreement are tantamount to de facto recognition of the Soviet Government. The agreement is the first official step toward renewal; of Russo-Japanese relations, may lead to .■ a general Russo-Japanese treaty. •., - . ■ ■
