FRENCH LOTTERY SCHEME. DRAWINGS EVERY DAT. A. and N.Z. PARIS, March 2. During the discussion of the Budget in the Chamber of Deputies, M. Lefevre, exMinister, recommended as an alternative to the proposed increased taxation a loan, without interest, carrying lottery prizes, which would cost in prizes and amortisation 581 per cent. The scheme would provide for daily lottery drawings in the first year, each with prizes totalling 18.250,000 francs, and afterwards weekly drawings. Eventually one 500 franc bond out of every five "would be reimbursed at double its face value.
